Control weather and day/night by pressing keys:
CTRL + N → Rain
CTRL + J → Sun
CTRL + M → Day
CTRL + K → Night

Now you can activate tornado (CTRL + T / ALT + T). The tornado does not appear directly in front of you, but somewhere on the map.
